You are here: Home > (7-7-11) END OF SESSION LEGISLATIVE WRAP UP FROM MIGNON McGARRY To read the End of Session Report for the 82nd Legislative session, click on the document link below. 82nd Legislative Session - Recap (Regular Session) End of Session Report 82nd Texas Legislature First Called Session Governor Perry ordered the First Called Session of the 82nd Legislature to begin on May 31, 2011, the day after the Regular Session concluded. Over the course of this special session, Governor Perry directed the Legislature to address the following issues: legislation related to health care cost containment, access to services through managed care, and the creation of economic and structural incentives to improve the quality of Medicaid services legislation relating to fiscal matters necessary for the implementation of House Bill No. 1 as passed by the 82nd Legislature, Regular Session, including measures that will allow school districts to operate more efficiently legislation related to congressional redistricting the operation of the Texas Windstorm Insurance Association the use of the federal Secure Communities Program by law enforcement agencies, the issuance of driver's licenses and personal identification certificates, and the abolishment of sanctuary cities in Texas legislation related to prosecution and punishment for the offense of official oppression of persons seeking access to public buildings and transportation The Texas Legislature responded by passing the following bills: Senate Bill 1 Relating to certain state fiscal matters; Senate Bill 2 Appropriating money for the support of state government for the period beginning September 1, 2011, and ending August 31, 2013; House Bill 3 Relating to the operation of the Texas Windstorm Insurance Association; Senate Bill 4 Relating to the composition of the congressional districts for the State of Texas; Senate Bill 6 Relating to the foundation curriculum, the establishment of the instructional materials allotment, and the adoption, review, and purchase of instructional materials and technological equipment for public schools; Senate Bill 7 Relating to the administration, quality, and efficiency of health care, health and human services, and health benefits programs in this state; creating an offense; Senate Bill 8 Relating to the flexibility of the board of trustees of a school district in the management and operation of public schools in the district; House Bill 79 Relating to fiscal and other matters necessary for implementation of the judiciary budget as enacted by H.B. No. 1, Acts of the 82nd Legislature, Regular Session, 2011, and to the operation and administration of, and practice and procedures in courts in, the judicial branch of state government. The Legislature considered bills to address the use of the federal Secure Communities Program by law enforcement agencies, the issuance of driver's licenses and personal identification certificates, and the abolishment of sanctuary cities in Texas in the form of Senate Bill 9 and House Bill 9 but failed to pass either bill. House Bill 41 and Senate Bill 29 relating to the prosecution and punishment for the offense of official oppression by the intrusive touching of persons seeking access to public buildings and transportation also failed to pass despite last minute efforts in the House. The Texas Senate adjourned sine die on June 28 and the House adjourned sine die on June 29. |
